INTERPOL’s Silver Notice: What and Why?

The Silver Notice, a new addition to INTERPOL’s suite of colour-coded notices, has been introduced as part of a pilot phase involving 52 countries, including India. This initiative aims to strengthen efforts in combating transnational organized crime by tracking criminal assets across borders.

What is the Silver Notice?

The Silver Notice is designed to locate, identify, and gather information about assets tied to criminal activities such as fraud, corruption, drug trafficking, and environmental crimes.

Key Highlights:

  • Targets laundered assets like properties, vehicles, financial accounts, and businesses.
  • Enables member countries to request detailed information on assets linked to individuals involved in criminal activities.
  • Strengthens the global fight against financial crimes and organized criminal networks.

Understanding INTERPOL Notices

INTERPOL Notices are international alerts that allow law enforcement agencies in member countries to share critical crime-related information.

Types of Notices:

There are eight types of INTERPOL Notices, in addition to the INTERPOL-UNSC Special Notice. Each serves a unique purpose, such as:

  • Tracking fugitives (Red Notice)
  • Alerting public safety threats (Orange Notice)
  • Locating missing persons (Yellow Notice)

Issued By:

  • INTERPOL’s General Secretariat.

Requesting Authorities:

  • INTERPOL National Central Bureaus of member countries.
  • International criminal tribunals and courts addressing crimes like genocide and war crimes.
  • The United Nations Security Council (UNSC) for implementing sanctions.

About INTERPOL

  • Established: Founded in 1923 as the International Criminal Police Commission (ICPC) during the 2nd International Criminal Police Congress in Vienna, Austria.
  • Mandate: INTERPOL is the only global organization with the technical infrastructure to facilitate police cooperation and information sharing across borders.
  • India’s Membership: India joined INTERPOL in 1949, and the Central Bureau of Investigation (CBI) serves as the National Central Bureau for India.

How Silver Notice Enhances Global Crime-Fighting

The introduction of the Silver Notice strengthens INTERPOL’s ability to combat transnational crimes by focusing on the financial backbone of criminal enterprises. It provides member countries with a streamlined process to track and recover assets, thereby disrupting the operations of organized crime networks.
